All applicants to the program must be accredited, degree-granting academic institutions located in the 50 United States and Canada; the applicant may not be located in Mexico, Latin America, South America, or in United States Territories or Protectorates. The applicant may not be a United States FFRDC, National Laboratory, National Center or National Facility operated by an academic institution for the U.S or Canadian governments, nor may a university perform research on behalf of one of these government organizations.

Our program's primary focus is the traditional academic departments of Electrical Engineering, Computer Engineering, Computer Science, EECS, ECE, and Physics. Other university research labs, centers and institutions will be evaluated for participation in our program on a case-by-case basis.
